cPanel is a script that is installed on each account space on a server. It is used for administration of the server space that is allocated to that account.
WHM is the server administration script that manages the entire server. It controls each cPanel install.
So, if for example, you have 500 users on a server and each of those has their own server space, there would be one WHM and 500 cPanels set up.
RVSkin is simply the skin for cPanel, which allows you to have a different look and feel to the control panel itself. It does not have any functionality of its own.

Is giving people access to SSH/Shell in cPanel 11 safe?
Is it safe to give customers SSH/Shell access in cPanel/WHM?
If it isn't safe, what can people do to the server if they do have SSH/Shell access?
It is not safe. The user can run their own programs, compilers, exploits, etc... It basically opens the door for mistakes and abuse.
I would have these people fax/email you a copy of their drivers license or other photo ID, their ISP email address, and their home phone number, along with a reason for requiring shell access. If they meet the requirements and you have no reason to distrust them, I would grant shell.
Either that, or I would ask the customer to upgrade to a VPS, where any exploits/abuse wouldn't bother the rest of the users on the server. I think I would sleep better with the second.
