Web Hosting Control Panels

Can my website viewers create usernames and passwords for access to restricted areas?
I would like to have an option for my viewers to register with me and create a username and password for themselves to increase return visits. I don't know how to do this. I've seen a password restriction option in the Web Hosting Control Panel, but if I understand correctly that's for allowing access for a few people to parts of my website, and I would have to create the username/pswd's first, then assign them to users. Please help me understand this! This option would help my website so much! www.TampaNutritionandWellness.com
