what is required to start a web hosting business?
You will need
- some serious money: servers and software are not cheap, and clients expect solid webhosting that you can only provide by buying reliable products
- familiarity with software and various platforms
- time especially since clients want 24/7 support (so you need to have staffers as well)

If I have an Internet connection can I start a Web HOsting and Web developing business ?
What I really need to do that ?
To do web hosting as a business you need a high-speed connection (generally a T1), a computer with a big hard disk (or more likely a bunch of such machines) running webserver software (Apache on Linux or IIS on Windows), a reliable backup system, and enough knowhow to do support, to keep things running, and to help your customers.
Web developing is much simpler -- you need web design, development, graphic design, and programming knowhow, but you can do the work on a plain old home machine with a DSL (or even dial-up) connection. You go to a hosting service (there are thousands of them) for the actual web space.
Many hosting companies do web development on the side, but most web designers don't do hosting.

how i start my business with web hosting?
To start your business online you need to create a website and for that you need a domain and webhosting. As an experienced webmaster I recommend purchase your domain and webhosting together. In this way it is possible to get your domain for free. Some webhosting companies offer this as a gift . I use bluehost webhosting for my websites I was a newbie a while back ,I have an excellent experience with Bluehost webhosting.I have called them several times for configuring my SQL database and some php stuff and every time they have solved my problems . Apart from that they also have a pretty straight foward control panel that I use daily.

How do i start a web mail service?
I am intending to start a web hosting business in rural Africa. In the design of my clients' website I would like to include their personal web mail. This is to say they access personal mail from loging in their websites. For example, domain: www.aliwayu.org, mail: info@aliwayu.org
If you're going to be renting server space to host your client sites, just look for a host that offers cPanel. It's a control panel that will also allow your clients to perform basic tasks such as creating new email addresses (if you choose to allow them to).
By default, new domains hosted on your cPanel server will automatically have access to several of the most popular webmail applications. In your example, where the domain is www.aliwayu.org, your clients would be able to access their email by going to www.aliwayu.org/webmail, and logging in with their email address and password.
Many web hosts offer cPanel as a standard option, and many also offer reseller accounts that will allow you to start hosting accounts under your own business name without the cost and hassle of getting your own dedicated server.
I want to start a web based business (website), what is the best way to approach this?
I want to start a website. Is there a way I can run the web hosting myself or would it be best to hire someone? If I have to hire someone, who is the best?
I think it depends on what kind of business you are interested in starting. Will you be selling something on-line (i.e. retailer) or will it be for information (possibly for a brick and mortar)?
IMO an on-line retail site would be more difficult to set up, but it is possible for you to run and host it. I use 'DreamHost' which has the ability to host your site and set up retailer shopping carts.
An Information site will be easy, since all you have to do is create pages telling about your services, and include contact information - either an email or an on line form someone can fill out.
As for hiring someone, that will cost some money to create, design, and host. In addition you will need to go back to them from time to time in order to make changes. In NYC a freelancer can charge anywhere from $25/hr and up; plus hosting costs.
