What to look for in a good web hosting service? Recommendations?
I'm starting a site that will just be a place for me to share my comics, articles, and animated shorts. Looking for a good web host that doesn't cost a lot. What other factors should I look at when shopping around?

I am looking for a shared vpn solution. I am not sure if the typical shared web host offers vpn services also
I know you asked the question here, but I don't understand what a "shared VPN" would be with regard to a Web host.
Do you mean that you want to be able to create a VPN to the Web host for uploading your files?
It seems like FTPS would be a solid solution for this rather than VPN. But maybe there's a lot about this I don't know.

How do I access my e-mail when I'm away from home?
When I go to maillink.sbcglobal. net, enter my e-mail address, password & sbcglobal.net domain, & password as instructed, I get this: "This account cannot be used to sign in. If you have Shared Web Hosting service, changes to your account must be made using the customer control panel." I don't know what shared web hosting is, and I don't know what I should change, if anything. Can someone help?
Here is how I access my Yahoo ATT Mail, all over the USA and all over the world: I simply go to www.yahoo.com and then click on a mail icon to enter my email. It works ... UK, Australia, Asia, and all over America. Try it.
Does anyone know of a good photo gallery/sharing program that allows viewers to download entire albums?
I already have a web hosting service and I'm looking for a way to easily make photo galleries for online proofing. Then when people want to download photos, they can do it individually or as a whole album.

I have been using Jalbum to share my photos online on my personal website.
Depending on the skin you choose it will allow people to download from there as well. Not sure about the downloading of an entire album at once, maybe you can post that question in the Jalbum forum? If the feature is not there yet and the developers see this as a useful extension it might be added in the future.
It is free to use, developed as open source and great support from the online community if you encounter any problems using it.
Another feature I like is that you can opt in some of the skins to auto-add a signature on your photos.

Background: As I am weeding through (aka "wasting my time"*) on teen after teen** posts on Programming & Design posting the exact same questions about piczo, bebbo & limewire*** trying to actually help some people with actual "Programming" questions...I think that a filter would be most helpful. I'd want to filter out teen time in the afternoons and stop all of their teen questions we don't have time for. Questions like, "am I pregnant" "how to do sex" (and yes, they use do here), "am I cute" "who's prettier, me or one or my 4 friends" "do we make a cute couple" "what does this mean" and the multiparagraphed explanation of misspelled words with caps and no caps that actually don't make any sense whatsoever..... that's what I'd filter out.
Starting a public web forum for discussion regarding a public company -- legal help?
I am thinking of starting a discussion forum with the focus being on a public company who has a large presence on the web and was wondering what I need to consider for the privacy policy and terms of service. Basically, I want to make an open discussion forum about this website because I believe the terms of use for the discussion forum available on their own website prevents the users from making any negative comments regarding the company, even if is intended as constructive criticism.
Any information regarding a web hosting company that caters to this type of site or a service company that can provide the necessary documents to prevent the discussed company from pursuing litigation would be helpful (please provide websites, if possible). I am unsure, but perhaps this type of website may even fall into the realm of freedom of speech, thus making this issue irrelevant because if the company attempted to take me to court for creating such a site, I could use freedom of speech as my defense.
For example, I read in a magazine about this guy who started a discussion forum about Comcast so users could share their service experiences. Comcast later began referencing the site in order to improve their customer service. I am looking to create something similar, but focused on a different public company. However, it was never mentioned if Comcast had ever tried to sue the creater for defamation of the company, so I am unable to use this example as reference for my own question.
A web hosting company will not provide you with legal protection. You need a lawyer for that. But generally, your site should include a disclaimer that the opinions expressed are not your own. And you should have policies that encourage your contributors to be truthful. There are plenty of websites out there that post user reviews on a variety of topics. I cannot be very specific, as I do not want to appear to be promoting those sites. But some sites ask for users to report when they have been ripped off. Others review cruises and travel. Look around and see what's out there and what legal jargon they use.
And then see a lawyer.

can i get in trouble for offering video web service?
I have opened a new website which seems to be getting quite popular, its a video hosting/sharing website. Yesterday my hosting company suspended the account on the terms that i was hosting copyrighted materials... Users do upload copyrighted material as well as adult video which i clearly state in TOS that it isn't allowed. I also monitor the website and delete anything that is in violation to the TOS (nothing lasts over 2-5 hours). Now i live outside the US but my hosting is in the US and i am tottally aware of the DMCA. If i am not allowed to run this website, then why are the bigger sites still online? veoh, youtube, etc... I have found countless copyrighted material on their servers, what can i do to keep my website running and not getting into trouble at the same time?

As long as you are actively taking off the content they send takedown notices for, you should be okay, but you'll have to be vigilant with it.
The bigger sites don't get away with this either. The only difference is that it's just under the radar of the general public, but youtube gets countless DMCA demands on a regular basis, and they have a whole legal team to deal with it. But for the most part they kind of cower and automatically take down content even if it's legitimate because they're afraid of lawsuits.
You being outside the US doesn't exempt you, because your American webhost is responsible if they allow you to continue hosting copyrighted content, so they'll cut you off because they don't want to get sued either.
You can warn users all you want, but if the content is there, you're liable.
If you want to continue this site, you might have to find hosting outside the US. It won't protect you completely because there's always the courts in that country, but those hosts might not be so jumpy.
