how do i get a free domain and free hosting for a myspace layout/graphics website? ?
also, is it allowed to put ads on my website with doing this free? what would you reccomend being the best free host? and domain?
Most of the time you can get one or the other.
If you have free hosting then you will be a sub domain not a top level domain.
if you want a free domain there are several web hosts that will let you pick your on domain if you host with them.
Kinda of a catch 22 if you are looking for both free.

You might look into Microsoft office live. The basic service is free. I'm not sure what database capabilities are included for free.

My domain names I got from www.genesisdomains.com and they are super cheap. What I did was buy the forwarding and forward them to the free sites.
It doesn't have a shopping cart but you can create pay pal buttons for your items. On my Executive Decisions Site click on Products and Services click one of my pay pal links and you'll see it takes you right to pay pal. I'm in the process of adding the Shopping Car button to my site. Freewebs has everything you need.

Ok, I am going to assume this is for a business or a community website. If it is, then you shouldn't be thinking of running a business or a community website if you can't even afford a domain name. You WILL encounter legal issues, not to mention other costs, and it's just not possible to run a business or something similiar for free.
If this is a community website, like if you want to create a game website, I wouldn't suggest it if you don't know how to web design. Now, I don't know what your web design skill level is, but I'm guessing that you don't have a clue how to web design if you're asking for free web design.
And by the way- a hosting company wouldn't have a design service, you would need to go to a different company for that, and if you say to them-
'Hey, I'm a 15 year old kid and I want to create a gaming website, but I have know clue how to do it, can you please provide your services to me for free? Plz Plz Plz!!! If you don't, you're mean. :( PLZ BE KIND!!!!!!"
