if i register a domain name with a hosting service is that in their name?
what i am trying to ask is if i buy a hosting and domain registration package if later i decide i want to change hosting services do i have control of that domain name or do they?
Most will register it in your name. But the best way is to register a domain name with a 3rd party, so if you decide to change hosting, your host can't do anything to stop you, or to make it harder for you. And it's really easy to do.
For example I host my sites with Dreamhost but register almost all the domain names with Namecheap http://www.namecheap.com (they have a new promo code every month, for the october it's: indiansummer ($8.81))
It's a good strategy even if you're happy with your current host but want to move some of the higher traffic websites to a VPS or a dedicated server. The free domain(s) you get with your hosting plan, you can use for some less important websites, although they are all registered in your name so you can move them also, it's just more of a hassle.

Trying to change domain owner and host, so i want to wait till it expires and renew it under a new name with a new host. plz help
Most registrars have a 45 day grace period (ranges from 30 to 60 days) after the domain expires. This is to allow the previous owner to extend the registration.

What can you do if a host is hanging on to your domain name after the registration period has expired?
I bought a package website eighteen months ago but have now decided to design my own site. I allowed the registration period to elapse in July so I could register with another host, but the host is still listing the site as mine three months later. Can anyone suggest a course of action to get them to release it? I've tried contacting them directly but they just tell me it will be released soon...

Unfortunately what you posted is a common but wrong assumption. The moment you allow your domain name registration to expire, you are considered to have abandoned your rights to it. (well almost all...)
By then you really have no right to tell them to release it just because you once had it. They can hold on to it as they see fit, though there can be certain restrictions depending on their agreements with whomever they're doing business with.
If the domain name really means a lot to you, I suggest you bite the bullet and renew it with your current provider instead. It's too risky to hope you'll be able to re-register it with someone else, and you have ZERO assurance you'll be able to do that.

All you have to do is point the new dns names to your existing host. This will occur on your name server for the new domain.
3 things need to work together. Domain registration, which points to your name servers; Domain name servers which point dns names to IP addresses; and physical hosts.
If you have:
www.domain_1.com -> 1.2.3.4,
just add:
www.domain_2.com -> 1.2.3.4
You may have to configure your host to respond to the two domain names.

No, You have to pay for the server space separately. And the amount will be near about $35/GB. both the amount you are paying will be for one year only. After one year you may get some Rebate in the cost but you have to renew your subscription to continue
