How do i create a user in a domain without being the domain administrator?

In all systems that I know of, no non-administrator user can create user accounts.

An administrator needs an account that can be used to manage all the computers in a domain. What is the name?
Root Admin Domain Admins Enterprise Admins Administrator

For windows NT domains, it's Domain Admins. This is not an account - it's a group that any user can be part of and once a member, they have the powers of. "Root" is for UNIX systems.

How do I contact my domain administrator?

If you are in a networked environment, you should try and contact the network administrator.

whenever i click on system restore it is giving me error message as contact your domain administrator?

probably this is a computer that you are using in your office.... and, probably your some of your rights on this computer are disabled in order to keep the system stable.. contack your admin.. that's the thing all you can do... if it's not a office pc, log into pc as administrative.. (not the with the users we add later) and then try to system restore again.

i am a domain administrator...?
i am a domain administrator and have some users in my domain but every time that a user change computer i have to set him up agian. like i have to set his printers and his email as all the users are running on a domain server. can anyone help me with that so that every time that a user change his computer i dont have to set him up? thanks very much. roaming profiles take very long time to download so everytime that a user logs on to another computer, if he is on roaming it will take forever to logon also it is a microsoft server with windows 2003 server

As a network administrator for 18 years I share the problem with you. While roaming profiles seem to be the answer, it does take a very long time for profiles to download if the user saves a lot of files to their desktop. This would actually work against you being that it may take less time to setup his user account manaully. One think you may want to look into is Terminal Services. This feature comes with Windows Server 2003 however you need to purchase the licenses. I believe they give you 60 days for free. If you setup a Terminal Server, your users can go to any computer they desire and instantly login and all their settings will be configured. If you want to go one step further, look into Citrix. This is a 3rd party application that sits on top of Microsoft Terminal Services. Another great feature of Terminal Services is there is NO deployment to applications. You simply install the application on the Terminal Server and add the users you want to the appropriate group for permissions.

The resolution is all messed up and I tried to do the system restore (which I have done in the past) but now I keep getting a message that says: "System Restore has been turned off by group policy. TO turn on system restore, contact your domain administator." Who am I suppose to contact exactly and how do I go about doing so? Or is this something I am suppose to do? This is my personal computer and I only have one account on the computer so I thought I was the administrator. PLEASE HELP! okay so I tried going under the administrator account under safe mode and I'm still getting the same message when I try system restore

In windows XP theres a hidden account that can only be accessed through safemode call Administrator. While your account may be an Administator, the one they are reffering to in the one in safe mode. Restart computer, press F8 when booting and go into safe mode. Then log on as Administrator and then try to use the Restore.
