what you guys think the us military use? Dedicated server or shared server? What are ther advantages of using them?
The US military doesn't have one server. They would use a mixture of dedicated servers and shared servers depending on the situation, like any company would.

Having a dedicated server means that you'll have an entire server to yourself. This is to say that traffic from other websites will not affect the performance of your own website. If you find that your site is responding slowly, then it may be time for a dedicated server.
A server can only handle so many requests at one time. Having a dedicated server means that every single user that the server is serving is a visitor of your site.
Which is better, a 256k dedicated line or a 512k shared line?
I am in a foreign country right now, will be here for a little while longer so I have decided to get DSL.
The packages that I have available here are a 256k dedicated line or a shared 512 line. The service provider claims that I will have download speeds of upto 25kb/s on the 256k line and upto 45kb/s on the shared 512 line.
I will mostly be using it for Yahoo Voice Service, will it work fine with either one of the connections? What are the disadvantages of the shared line? Also, will I have any problems logging on to secure servers on the 512k shared line?
I realize they sound like stupid questions but I have never really thought of this ever becoming an issue, so could you guys explain it to me. I do not want to make the wrong decision and then get stuck with a service which really would not do what I am getting it for.

A shared line should work in theory IF it's only shared with one other user. Otherwise, if all users are using it simultaneously, you could have significant issues with the Yahoo Voice abilities. A dedicated line SHOULD be more reliable and less prone to issues because it's dedicated to you and in theory, no chance anyone else will eat into your bandwidth.
im setting a video site up, do i need to use a dedicated server to deal with the traffic or can i just use?

Yes you do but a cheaper option might be to host it like on youtube or someplace else. Get a live Skydrive and put your videos on there then use your own player.
