Cheap Vps Hosting

Cheapest VPN hosting?
My company wants a VPN server people can connect to but doesn't want to run it themselves. What's the cheapest VPN (not to be confused with VPS) hosting, even if it's overseas? Dreamhost has it pretty cheap but it's for only two users. Yeah, Hamachi might be nice if we didn't have Windows CE embedded devices on the network.
